I'm just now learning about how to implement feeds into my seo practices.

So Feeds For All is the software to make the feed.

What is the Best Practice to then a) find a list of sites to submit the feeds to and b) how best to automate that process?

Does FFA tool do that, too?

With FeedForAll software, make your own RSS feeds, and upload them to your websites for people to subscribe to. FeedForAll does not submit RSS feeds. Download a free trial of FeedForAll software: http://www.feedforall.com/software.htm

To more directly address your questions, FFA doesn't auto-submit your published feed to RSS Aggregation sites but it does create the feed and allow you to upload it to your website. The process of then submitting it to aggregators is something that you would need to do separately.
