I've seen posts and websites talking about consuming rss feeds. What are they talking about? Do they assume that feed=food and it must be eaten? How do you consume an rss feed anyway?

I think that its just an expression. Some people use RSS scrapers, though they are not terribly accurate, to scrape an HTML page. In a sense the scraper consumes the page's content and attempts to create a feed. The feed is machine generated but because it "guesses" it doesn't always know what to classify as a title and description for each item (or even where one item ends and the next begins).
