Is it possible to change lastBuildDate date, other than manually changing output code?

No. The LastBuildDate should always show the last time ANY change was made to the feed.
Why are you wanting to change it? Perhaps there is another way to achieve your goal.

I'd be interested in the ability to do this.
Our site produces an EVENTS listing for our county. We may have 40 items in the listing but we are always adding new events and deleting past events.
Particularly, in IE 7, only the most recently "added" events show, leaving all the other events written earlier but still current, not showing. The ability to globally update all the "item" dates would be invaluable.
Seems there should be other uses for that function out there.
Am I missing something, or am I right in assuming that can't be done as the program stands now?

Sorry to add on the the previous post (didn't see any "modify" available).
I see the smart date on each item which does update. Do I have to phsically go into each item and click on SMART DATE to update them, or is there a way to update all items at once, or could I have used the SMART UPDATE when originally written and it would update every time I accessed the Feed?

Not sure what is going on after checking further. My IE browser DOES display the sample.xml (old dates) with no problem, so whatever is going on with my feed is something else.
feed is at http://myspacecoast.com/BrevardEvents.xml
